That's not a gap in the system, it's just not what EWRB does. Understanding the actual split makes it much easier to find what you're really after.

What EWRB actually does

The Electrical Workers Registration Board registers and licenses electrical workers in New Zealand, sets and monitors the competency standards behind that registration, maintains the public register of who's currently licensed, and handles complaints and discipline. In short: EWRB is about who's allowed to do the work, not about the paperwork for a specific job.

What "EWRB-compliant" actually means for a certificate

Once you're registered, the certificate for the actual job you've done is a Certificate of Compliance (COC) or Electrical Safety Certificate (ESC), issued by you, the registered worker, for the prescribed electrical work you personally carried out. A certificate is "EWRB-compliant" in the sense that matters day to day when it's issued by someone whose registration is current and covers the class of work done, with that registration number on the certificate itself.
